Even after 69 years of achieving freedom and in spite of various educational schemes launched by government to improve the level of education, higher education especially overseas higher education is still an illusion for Economically Backward Class (EBC) of our country. The government, both central and state has floated various scholarship schemes from time to time to uplift the financially weaker section of the society but the benefits of these schemes have not percolated down to the last man on the socio-economic ladder. To address this problem adequately and to bring this less fortunate people into mainstream of economy Central Government has launched two scholarship schemes exclusively catering to the needs of Economically Backward Class (EBC) viz.

  1. Ambedkar Post Matric Scholarship for EBC Students
  2. Ambedkar Scheme of Interest Subsidy on Educational Loan for Overseas Studies for EBC’s

Dr. Ambedkar Post Matric Scholarship for EBC Students:

This scheme is implemented by respective State Government and Union Territories and is fully financed by Central Government. The objective of this scheme is to provide financial assistance to Economically Backward Class (EBC) students studying at post-matriculation or post secondary stage to enable them to complete their education.

Scope of Scholarship:

This scholarship shall be available for studies in India only and will be awarded by Government of state/Union Territory to which the applicant actually belongs, i.e. permanently settled. The income ceiling from all sources of the employed candidate or his/her parents/guardian in case of unemployed candidate shall not exceed Rs.1.00 Lakh per annum.

Objective To provide financial assistance to the Economically Backward Class (EBC) students studying at post-matriculation or post-secondary stage
Eligibility Criterion
  1. The scholarship is open for Indian Nationals belonging to general category(other than SC, ST & OBC)
  2. The income ceiling of parents/guardians for eligibility is Rs.1.00 Lakh per annum(including self income in case employed)
No of Scholarships offered All the eligible Economically Backward Class(EBC) candidates will be given scholarship provided they meet the eligibility criterion/conditions
Maintenance allowance Ranging from Rs.250 to Rs.750 per month for Hostellers

Ranging From Rs.160 to Rs.350 per month for Day Scholars

Fees Scholars will be paid enrolment/registration, tuition, games, union, library, magazine, medical examination and such other fees compulsorily payable by the scholar to the institution or University/Board.
Study Tours Study tour charges upto a maximum of Rs. 900/- per annum limited to the actual expenditure incurred by the student on transportation charges etc., will be paid to the scholars studying professional and technical courses.
Thesis Typing /Printing charges Thesis typing/printing charges upto a maximum of Rs. 1000 will be paid to research scholars on the recommendation of the Head of the Institution.
Book Allowance For students pursuing correspondence course, for complete duration of the course
Reader Charges for Blind Students Rs.90 to Rs. 175 per month
Commercial Pilot License Course(CPL)
  1. The number of awards for CPL will be 20 per annum.
  2. The selected candidates will be provided a maintenance allowance at rates applicable to Group ‘A’ courses, i.e. Rs. 750 per month for hostlers and Rs. 350 per month for day scholars. In addition, an amount of Rs.5000/- per flying hour in single/multiengine aircraft for 200 hours will be paid.
Announcement of Scheme All the State Governments/UT Admns. will announce in May-June, the details of the Scheme and invite applications by issuing an advertisement in the leading newspapers of the State and through other media outfits.
Procedure for applying
  1. First download the application form from Scholfin.com by registering yourself on the site.
  2. Fill-up the application form in all respect and submit it to the Head of the Institution you are attending or last attended. The application shall be addressed to an officer specified for this purpose by the Government of State/Union Territory to which you belong in accordance with the instructions issued by them from time to time.
Documents to be attached
  1. One copy of the application for scholarship in the prescribed form
  2. One copy of the passport size photograph with signatures of the student
  3. A certificate (in original) of income issued by an authorized Revenue Officer not below the rank of Tehsildar.
  4. A receipt in acknowledgement of the scholarship in the previous year

Dr. Ambedkar Scheme of Interest Subsidy on Educational Loan for Overseas Studies for EBCs:

The objective of the scheme is to award interest subsidy to meritorious students belonging to the Other Backward Classes and Economically Backward Classes so as to provide them better opportunities for higher education abroad and enhance their employability.

Scope of the scheme:

The is a central government managed Scheme to provide interest subsidy to the student belonging to the OBCs and EBCs on the interest payable for the period of moratorium for the Education Loans for overseas studies to pursue approved courses of studies abroad at Masters, M.Phil. and Ph.D. level.

The below table summarizes the eligibility criterion, income ceiling, conditions for interest subsidy and other benefits available under this scheme. The table also contains the procedure for applying for this scheme.

Objective To provide interest subsidy on educational loan to meritorious EBC students so that they can pursue overseas higher education
Eligibility
  1. The students should have secured admission in the approved courses at Masters, M.Phil or Ph.D levels abroad.
  2. He/She should have availed loan from a scheduled bank under the Education Loan Scheme of the Indian Banks Association (IBA) for the purpose
  3. For the candidate applying under the OBC category, OBC Caste certificate in the prescribed format issued by the competent authority must be taken by the Banks.
Income ceiling
  1. For OBC candidates, total income from all sources of the employed candidate or his/her parents/guardians in case of unemployed candidate shall not exceed Rs.3.00 lakh per annum.
  2. For EBC candidates, total income from all sources of the employed candidate or his/her parents/guardians in case of unemployed candidate shall not exceed Rs.1.00 lakh per annum.
  3. To avail loan under this scheme the students has to furnish income certificate issued by competent authority.
Implementing Agencies The Scheme will be implemented by the Nodal Bank as per MoU between the Banks and the Ministry of Social Justice & Empowerment.
